This property has been under its current ownership for approximately ten years, and is clearly in a derelict state.  The current owner, the Frederick Avenue Development Corporation remains a bit of a mystery, as a search of state corporation records yielded nothing, as did a phone call to the state agency in charge of corporate taxation.

We find this property to be particularly disturbing because of two things:  It’s in the 9th City Council District, which appears to contain a vast majority of the homes we receive emails about.  We’d certainly like to know what Agnes Welch is doing about the problem, especially since her constituents are pretty vocal about this issue.  The other thing that bothers us about this property is the fact that it sits on a block that contains some rather interesting rehabs and older lived-in homes.  Why should anyone have to live with this as a neighbor?

This house has such potential, and it’s a shame it’s been abandoned by its owner.  This stretch of Fayette, Baltimore, and Fulton is full of blighted homes — is Councilwoman Welch paying attention?  The owner has seen his fair share of foreclosure hearings and housing court violations — not surprising.  We have to wonder is anyone in the city paying attention to this revolving list of names?

Yet another property and LLC owned by Baltimore slumlord Stanley Rochkind. The first floor window is not secured, nor is the rear of the property.  Like 1003 S. Carey Street (also a Rochkind-controlled property), this house is a haven for vagrants and others who have easy access to the lot and interior of the dwelling.

1003 S. Carey Street: Revisited

Looking back at our post on 1003 S. Carey Street from a month ago, it seems as though Stanley Rochkind and Jack Novograd are up to their old tricks.  Substantial demolition inside and out has been done, and without a permit.  The current permit open on this property is for cosmetic items only (see COM2009-01608).  Update: Finally, the Housing Dept. found the demolition permit for this property: COM2009-03548 is a valid permit number. However, it is for INTERIOR demolition only.  As you can see by the photos, exterior demolition has been done.

The Block of Blight Revisited: 1448-1458 Wicomico Street

The third in our “Properties Revisited” series, we’re sad to see that the City has done nothing to improve the situation on this block of Wicomico Street.  The houses are still boarded up, vacant, and full of trash.  They’re also accessible to vagrants and others, as evidenced by the amount of trash that’s accumulated in just a few short weeks. The rear yard of 1452 is particularly troublesome to us, because we suspect someone is using this area to store stolen goods.  There are more amplifiers/speakers added to the pile, along with a bicycle that seems relatively new.  We can’t understand why the city hasn’t come by to at least collect their road cone from the neighboring property.  Surely the city doesn’t have an unlimited road cone budget.
