Carl Stilwell is the owner-proprietor of Stilwell Plumbing- a so-called “Christian Owned & Operated Business” (as they claim in the commercials that they run on WBAL Channel 11). Somehow, I believe that Jesus would frown upon Mr. Stilwell’s slumlord history- which includes numerous appearances in Housing Court for code violations and drug nuisance cases. 3119 E Baltimore St has been vacant since one of his former tenants died of a drug overdose.

Update: 2 N. Decker Avenue Revisited

We reported on this property back in February of 2009 — it was definitely in different condition back then, and we’re pleased to see there’s been a major change.  Kudos to the new landlord, Joseph
Burstein, for rehabbing this property.

Unfortunately for Mr. Burstein, 2 N Decker sits adjacent to 3018 E Baltimore St- which is in an even worse state of disrepair than was first reported.  According to the MLS, 3018 E Baltimore is under contract, but we’re unsure as to whom the new owner will be and what the new owner’s plans are for the property.

The previous owner, Kevin E. Byrd (The Signature Group of Baltimore), lost this property and 8 S Robinson St to foreclosure.  Prior to the foreclosures, he rented these properties to tenants who were engaged in drug activity and partners in the drug trade.  One of the former tenants at 8 S Robinson, Bryant Worrell, was shot and killed by a police officer after he refused an order to surrender a handgun (he tried fleeing after the officer discovered the gun during a patdown).  A few weeks later, 3 and 8 S Robinson St were simultaneously raided by the Southeast PD drug squad and subsequently padlocked under the nuisance abatement law.  Prior to Mr. Byrd’s involvement with The Signature Group, he was an HABC inspector.

The "no loitering" sign inside the window is kind of meaningless.

The Comiendas have housing code cases dating back to 1992, including lead paint.  The house has been vacant for three years, but they have never been brought into housing court for this property.  Perhaps Councilman Kraft can make sure they have to explain why this home has been allowed to deteriorate and become a public eyesore.
