…but apparently time does not cure housing policy issues in Baltimore City.

The story of this property is a troubling one — it’s a home that sits in a neighborhood that was once referred to as “Zombieland”, for the number of junkies, vacant homes, and prostitutes that frequented the area.  Unfortunately, not a whole lot has changed, although there have been some minor improvements over the past 10-12 years.  The condition of this home, however, has not changed for the better.

According to a 1999 article in the Baltimore Sun, this was one of hundreds of homes owned by a slumlord named James M. Stein, his shell LLC “Pick’n Chick’n”, and his “apprentice”, drug dealer George Dangerfield — the self-proclaimed “King of Baltimore”.

Long before it was owned by the “King of Baltimore” — before the rats moved in and the junkies bled all over the bathroom and the baby got poisoned in the parlor — the Formstone rowhouse at 1120 N. Milton Ave. was already well on its way to rack and ruin. (Baltimore Sun, December 19, 1999)

The home’s current owner, a shell LLC created by three attorneys, two of whom have been disbarred for their role in a bid-rigging scheme, has further allowed this home to fall into ruin.

What’s also infuriating about this — despite this home being central to an article in the Baltimore Sun over ten years ago — James M. Stein and Pick’n Chick’n owned this home until 2010 — over ten years after the article.  And the home was then allowed to be sold to yet another set of negligent property owners.

Somehow, thirteen years later, we’re still doing things the same way in Baltimore City — residents, it’s time to demand better.  Allowing these slum property owners to continue in their destruction of our communities needs to stop.

    This is disgraceful. How sad that our city should turn a blind eye to the very thing we should be improving. Real estate has always been and always will be our most valuable commodity and yet so many valuable properties, that could serve our residents and communities, have been left to ruin. Shame on Baltimore City for not addressing situations like this one quickly and efficiently.

      What’s really disgraceful is the fact that it’s been going on for decades — yet it’s only been in the past two years or so that any changes have been made, and even those have been slow and erratic.
