A Broken Chain of Ownership: 1910 Lemmon Street

This property is an excellent illustration of what happens when deeds are not recorded, either due to bad recordkeeping or dishonesty.  In 2009, the property was foreclosed on (as a result of a tax sale) by ETS Maryland, LLC — one of the shell companies set up by the bid-rigging attorneys DeLaurentis, Reiff and Reid.  (Maryland Circuit Court case number 24C09005071).

Both SDAT and the land records indicate the home is still owned by John and Barbara Fefel, as does the Baltimore City Real Property database.

When deeds aren’t recorded, the true owners aren’t being held liable for the condition of the property — and what happens when the current owners default on the taxes?  Who gets stuck with the tax bill?  The water bill and maintenance?  Not to mention the money lost by the state and the city in deed recordation fees and transfer taxes — it may not seem like a lot of money, but when you multiply it by the thousands of deeds that probably haven’t been (or won’t be) recorded, it adds up to a lot.
